Rahmatullah Ekram son of Jalaluddin and grandson of Kamaluddin, was born in 1989 in Baraki Barak District, Logar Province.

He completed his primary, secondary, and high school education at Kotb Khil High School, located in the center of Logar Province. In 2013 (1392 SH), he was admitted to the Faculty of Sharia at Sheikh Zayed University in Khost through the national entrance exam (Kankor), specializing in Fiqh and Law. He graduated from this department in 2016 (1395 SH).

In 2018 (1397 SH), through a competitive examination, Mr. Ikram was admitted to the Department of Fiqh and Law at the Faculty of Sharia, Nangarhar University. He obtained his Master’s degree in Fiqh and Law from this university in 2019 (1398 SH).

Mr. Rahmatullah Ikram, after completing his bachelor's degree, taught at the private Tolo Institute in Khost Province as well as at the Government Multidisciplinary Institute. After obtaining his master's degree, he served as the head of the Department of Fiqh and Law in the Faculty of Sharia at the Mustaqbil and Jahan Higher Education Institutes. In 2022 (1401 SH), Mr. Ikram was appointed by the Ministry of Finance as the General Executive Director of the Afghan Textile Joint Stock Company. In late 2024 (1403 SH), he was appointed as the Dean of the Faculty of Law and Political Science at the National Higher Education Institute.
